The PSISS is an independent and voluntary association of individuals interested in intelligence analysis and security studies.

The association started in 2015 as the Center for Intelligence and Security Studies (CISS) of the Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR). To broaden its membership and widen the scope of its activities, CISS evolved into an association in 2018. The CISS is now called the PSISS with the main purpose of conducting research and studies in order to promote responsible and accountable governance of the intelligence and security sectors in the Philippines.

Composed mostly of retired officers of the Philippine police and military, the PSISS also involves individuals actively engaged in private security professions. It also includes participation of journalists, academics, and observers interested in intelligence and security issues.

Dr. Rommel C. Banlaoi is the current President of PSISS. Thus, it collaborates closely with PIPVTR in the promotion of responsible and accountable governance of the intelligence and security sectors while countering terrorism in the Philippines.
