Who we are
PIPVTR is an independent academic research institute and a non-government, non-profit, and non-partisan think-tank duly registered at the Securities and Exchange Commission in 2007.
Objectives
To promote the principle of non-violence and to uphold the culture of peace by conducting rigorous investigative studies , intelligence analysis, and peace research to understand the pathologies of terrorism in the Philippines.
We hold trainings, lectures, seminars, conferences and roundtable discussions to examine the underlying factors or root causes of armed conflicts, political violence and terrorism in the Philippines and abroad.
We also study various responses and countermeasures to threats of political violence and terrorism in the Philippines and we examine the implications of these threats for local peace and development, national and international peace and security, regional stability, and global order.
We also produce knowledge to raise public awareness and inform public policies on threats on terrorism in the Philippines.
FOUNDING FATHERS
The PIPVTR was founded on 11 September 2005 by late Police Brig.General, Rodolfo “Boogie” Mendoza, Jr., Dr. Rommel C. Banlaoi and Police Brig. General Albert Ignatius D. Ferro four years after the 11 September 2001 terrorist attacks on the United States. But it was only on 29 November 2007 when it was officially registered at the Securities and Exchange Commission (SEC) as a non-stock, non-profit, non-government organization.
On 6 March 2008, then Executive Secretary Eduardo Ermita, who was also the concurrent Chairman of the Philippine Anti Terrorism Council (ATC), launched the PIPVTR at Intercontinental Manila on the occasion of Protect 2008 organized by the Leverage International.
The PIPVTR was originally called Philippine Institute for Political Violence and Terrorism Research as a recipient of the capacity-building efforts of the Singapore-based International Centre for Political Violence and Terrorism Research (ICPVTR) then headed by Dr. Rohan Gunaratna. It pursued its full independence on 10 August 2010 when SEC approved its new name as Philippine Institute for Peace, Violence, and Terrorism Research.
On 11 September 2010, founding fathers relaunched PIPVTR as a non-government counterterrorism organization involved in peace research and conflict resolution studies.

Networks, Linkages, and Partners
The PIPVTR establishes networks with likeminded institutions in the Philippines and abroad in order to exchange research findings, publications and experts. Through its research outputs and activities, the institute intends to enrich existing scholarly literature on political violence and terrorism.
More importantly, the PIPVTR intends to provide valuable inputs to policy-making in order to enable government to develop a more effective counter-terrorism response. It also offers regular threat assessment reports and security briefings to private firms, foreign embassies and concerned non-governmental organizations on the topic.
PIPVTR became part of the Council for Asian Terrorism Research (CATR) organized by the Institute for Defense Analysis (IDA) based in Washington DC.
PIPVTR also became an active partner of then Centre for Global Counterterrorism Cooperation (CGCC) based in New York City and the Southeast Asia Regional Centre for Counter Terrorism (SEARCCT) based in Kuala Lumpur, Malaysia.
The PIPVTR is an integral part of the Philippine Society for Intelligence and Security Studies (PSISS) and the Network for the Prevention of Violent Extremism in the Philippines (NPVEP). It is also an active partner of the Institute for Autonomy and Governance (IAG) and the Institute of Bangsamoro Studies (IBS) both based in Mindanao.
The PIPVTR is currently a member of the board of the China Southeast Asia Research Center on the South China Sea (CSARC) based in Hainan, China and a partner of the South China Sea Strategic Situation Probing Initiative (SCSPI) based in Beijing. PIPVTR Chairman is currently the President of the Philippine Association for Chinese Studies (PACS) and a member of the management board of the World Association for Chinese Studies (WACS).
